Welcome Message

Welcome to the PATH RPSS Online Program Application!

We’re excited to work with you and your participant to help you find available housing units.

Here’s how the process works:

  1. Complete the Online Application: Fill out this application to be pre-approved for all RPSS units.
  2. Approval Notification: You will hear back from RPSS within 2 weeks to confirm if the participant is approved to start viewing RPSS units. This is a program approval and not a unit approval.
  3. Contact or Wait for Invitation: Once approved, contact the RPSS team member listed on the flyer, or wait up to 2 weeks to receive an invitation to a Safe Open House.
  4. Attend the Viewing: At the open house, if the participant likes the unit, you will receive an Intent to Rent Letter or a Mock Lease by the end of the day to secure the unit. Please use the Intent to Rent to submit a TLS referral or let RPSS know right away if another form is needed to show proof for securing the apartment.

Important Notes:

Once an Intent to Rent Letter or Mock Lease is received, the unit will no longer be shown. Per our agreement with RPSS owners, agencies must act quickly to secure payment for tenant move-in. Please provide daily updates after an intent to rent is issued to ensure timely leasing. Notify RPSS immediately if there are delays or if securing payment is expected to take more than two weeks.

If move-in will take over 2-4 weeks, pay the owner’s invoice, schedule the PHA unit inspection for vouchers, and maintain communication with RPSS. RPSS may move to another candidate if communication lapses or payment is delayed beyond a month.

If none of these are possible, we will void the Intent to Rent/Mock Lease, release the unit and move to the next approved applicant.

Availability: If a unit is no longer listed, it is unavailable. Approved RPSS participants can view other available units without reapplying. Please check all available units and contact the point of contact to arrange a viewing.

Background Check Request

Protect Sensitive Personal Information:

Obtaining a background check requires the retrieval and sharing of sensitive personal information. Background check documents contain confidential information, some or all of which may be protected health information as defined by the federal Health Insurance Portability & Accountability Act (HIPAA) Privacy Rule. When submitting the forms to request a background check, please do not put any identifying information, such as full names, in the email body or subject line.

Information that may be on the background check:

  • Social Security Verification: validates the applicant’s Social Security number, date of birth and former addresses.
  • File Identification and Fraud Search Credit Summary and Account Details: (1) This is a hard inquiry into your credit history, which may impact your score (2) 24 month history chart – credit score and risk model from bureaus, and (3) Collection accounts reported by the bureau
  • Eviction History
  • Check Scan
  • Prior Employment Verification
  • Public Records Reported By The Bureau
  • Prior Inquiries

Ensure accuracy:

Once you have received a copy of the background check, please review it carefully with your participant to ensure that the information reported is correct and is relevant to them. If any section of the report reflects information that is not related to your participant (some results may be due to a similar name or SSN), please call LeaseUp at 323-428-4742 and we will remove the irrelevant information and provide an updated report.

Obtaining a background check:

  • Review ROI carefully with participant.
  • Case manager and Participant must sign the ROI and acknowledge information that will be shared.
  • Forms must be completely filled out and signed.

Informed Consent

I hereby authorize People Assisting the Homeless (PATH) to release information pertaining to the Housing Location Tenant Screening Services. Tenant Screening information collected by PATH, including credit/economic, criminal, sex offender, employment, tenancy history and other information related to my background check may be disclosed to the following entities as part of Housing Location Risk Mitigation Program, and for auditing purposes:

This authorization provides for information disclosure between the individual listed above and the entities indicated above. By providing consent, I hereby release PATH (People Assisting The Homeless), and its officers, employees, affiliates and partners from any claims, damages or liabilities of any kind, that may directly or indirectly result from the use, disclosure, or release of such information by any person or party, whether such information is favorable or unfavorable to me.

Residential and Property Support Services (RPSS) requires all clients leasing a unit to have a subsidy to comply with our contract with our funder. Please indicate the subsidy you or your client currently have or will have by the time of lease signing.

We are requesting this information because we are unable to run background checks for individuals without U.S. documentation. These details allow us to advocate on their behalf, verify their history, and ensure they meet housing eligibility requirements, supporting a smooth application process.
