What is RPSS?
Residential and Property Support Services (RPSS) is a housing initiative led by PATH (People Assisting the Homeless) and funded through the Los Angeles Homeless Services Authority (LAHSA). The RPSS program connects property owners and managers of multi-unit buildings with tenants who already have housing subsidies and are seeking long-term, stable housing.
What does RPSS do?
Unlike scattered-site programs, RPSS focuses on acquiring blocks of units, ideally 15 or more in a single property to support efficient placement and reduce barriers to housing. Our team conducts screenings, verifies tenant eligibility, and ensures that properties listed through RPSS are a good match for our program’s goals. The program operates year-round and is designed to support individuals and families with subsidies who have previously experienced homelessness or housing instability.
Currently, we can no longer offer on-site staffing or incentive payments for new properties due to budget reductions, our team works closely with landlords throughout the leasing process and may be able to connect services to the property.
Where does RPSS do?
RPSS is active across all Service Planning Areas (SPAs) in Los Angeles County and is funded by Measure A under LA County’s Homeless Initiative.
If selected, partners must align with our fair housing standards and agree to transparent screening and denial procedures.
